Richard Barnett of Arkansas made his first court appearance in federal court on Tuesday after he turned himself into authorities last week, Barnett faces a new charge of unlawfully carrying a lethal weapon in a restricted area, which has a maximum penalty of up to 10 years in prison and a $250,000 fine.
